B.1以大历史的视角寻找政信发展之源

政信理论体系构建研究课题组

摘要：本报告从大历史视角出发，以中西方政信思想为理论本源，对政信的内涵与边界进行明确界定，对政信的理论基础、关键性制度要素和价值取向进行深入探讨，构建以政信目标、政信文化、政信金融、政信法规、政信生态为主要制度要素的政信理论体系，对中国政信创新实践发展的体制背景、文化根源、总体发展现状及趋势进行深入分析。研究发现中国政信实践发展在推动经济社会全面进步，加速工业化和城镇化建设，促进经济提质增量及结构优化、提升公众获得感、增强政府履约守信意识等方面发挥着重要作用，但仍存在政府失信事件频发导致民众“习惯性质疑”政府；社会信用缺失加剧政信业态潜在风险；政信体系建设缺乏顶层设计导致政信行为失范；政信金融发展欠规范导致违法违规和变相举债行为屡禁不止；政信服务不到位导致政信发展不均衡等问题。基于此，提出创新政信理念，培育政信文化，强化政信体制机制建设，健全政信法规，提升政信服务能力、优化政信生态环境等政策建议，以期促进中国政信业态健康发展和国家治理能力现代化。

Abstract:From a historical perspective, this report takes the thought of Chinese and western governmental credit as the theoretical origin, clearly defines the connotation and boundary of governmental credit, and makes an in-depth discussion on its theoretical basis, key institutional elements and value orientation. This report builds a governmental credit theory system with "objectives, culture, finance, laws and regulations, and ecology" as the main institutional elements, and deeply analyzes the institutional background, cultural roots, overall development status and trends of Chinese governmental credit innovation practice. It's found that the development of Chinese governmental credit practice plays an important role in promoting overall economic and social progress, accelerating the construction of industrialization and urbanization, promoting economic upgrading and structural optimization, enhancing the sense of public gain and the awareness of government compliance and trustworthiness. However, there are still many problems, such as the frequent occurrence of government dishonesty events leading to people's "habitual question" about the government; the lack of social credit aggravating the potential risks of government credit business; the lack of top-level design of government credit system leading to the government's Credit Behavior Anomie; the lack of regulation of government credit finance leading to illegal and disguised debts despite repeated prohibitions; the inadequate credit services leading to unbalanced development of governmental credit. Based on this, several policy suggestions are put forward, such as innovating the concept of governmental credit, cultivating culture of governmental credit, strengthening the construction of governmental credit system and mechanism, perfecting laws and regulations of governmental credit, improving the ability of governmental credit service and optimizing the ecological environment of governmental credit, so as to promote the healthy development of Chinese government's credit industry and the modernization of national governance ability.
