B.4 政信文化建设研究报告

摘要：当前我国面临着严峻的政信风险，凸显了政信文化的重要性。本文以大历史的研究视角提出，我国政信体系的构建要从政信文化发端，从政信文化破题。恢复一个民族的文化就是在恢复这个民族，这是政信文化的落脚点，也是今天政信文化最重要的使命和担当。对于政信文化体系的构建，其着力点应放在引导和推动“文化自信”，回归中华五千年大历史的文化本源，以深层次的源动力推动政信实践创新发展；以中西方人类文明的核心价值理念诚实、善良、包容等归正自身、引导公众，重建道德、重拾信仰。同时，政信文化建设应做到制度化，使诚信教育与诚信文化建设真正落到实处，收到实效。

Abstract：At present, China faces serious governmental credit risks, highlighting the importance of culture of governmental credit. From the perspective of a big history, this paper proposes that the construction of China's governmental credit system should start from the construction of culture of governmental credit system. To restore the culture of a nation is to restore the nation. Today this is the foothold of culture of governmental credit, and is also the most important mission and responsibility of culture of governmental credit. It should focus on guiding and promoting "cultural self-confidence" to construct the system of culture of governmental credit, returning to the cultural origin of China ’s 5,000-year-old history, and promoting the development and innovation of the practice of governmental credit with deep source; correcting themselves, guiding the public to rebuild morality and regain faith with the core values of Chinese and western civilization such as honesty, kindness, tolerance, etc.. At the same time, the construction of culture of governmental credit should be institutionalized so that honesty education and honesty culture construction can be truly implemented and receive practical results.
