B.8 中国政信金融发展指数

政信金融指数课题组

摘要：“中国政信金融发展指数”是全球首只关于政信金融、政府金融、公共金融等领域的综合指数，旨在定量化的刻画各地方政信金融发展状况、跟踪我国地方政府的政信金融活动、监测其中风险及其对当地经济金融财政的影响。此次发布指数覆盖的区域范围包括全国338个行政级别为地级以上（包括直辖市和副省级城市）的行政区划，以截至到2018年9月的最新相关数据作为指数评价基础，部分数据截至到2017年年末。指数包括若干层级的指标和基层指标，其中具有直接数据来源的指标作为基层指标。基层指标采取分位数得分技术进行无量纲化和标准化，各级指标则根据下级指标取值进行加权平均赋值。在结果与分析部分呈现了地级行政区划、副省级市、直辖市等共338个行政区划的政信金融发展总指数和政信能力、政信融资、政融风险、政融生态分指数以及相应的分析。

Abstract:“DevelopmentIndex ofFinance of Governmental CreditofChina(2018)” is the world's first comprehensive index onfinance of governmentalcredit, government finance, and public finance. It aims to quantifythe development of finance of governmental credit in various localities, trackthe activities of finance of governmental credit of local governments in China,and monitor the risks and their impact on local economy and finance. The areacovered by this index includes 338 administrative divisions above theprefecture level (including municipalities and sub-provincial cities), with thelatest relevant data as of September 2018 as the basis for index evaluation,and some relevant data extracted by the end of 2017. The index includes severallevels of indicators and grassroots indicators, and indicators with direct datasources are grassroots indicators. The grassroots indicators use thequantile-score method for nondimensionalization and standardization, and theindicators at all levels are weighted and averaged according to the valuesof thelower indicators. In the results and analysis section, the report presents thetotal index of development of finance of governmental credit and sub-index andrelevant analysis ofability of governmental credit,finance ofgovernmental credit, risks andecology of finance of governmental credit of338administrative divisions including prefecture-level administrative divisions,sub-provincial cities and municipalities directly under the central government.
